In the description of Blue Archive we can read:

The city’s academies are divided into their own districts and are mostly considered independent.

The General Student Council serves as the board of directors to manage the academies as a whole. However, the group’s ability to govern has stalled since the mysterious disappearance of the president of the General Student Council. Numerous problems began to arise in Kivotos in the absence of the president’s leadership.

To avert disaster, the General Student Council requests the assistance of the Federal Investigation Club, also known as Schale. In fact, Schale is the newest club in the city and the last to be approved before the president’s disappearance.

To fulfill their task, Schale relies on the guidance of a Sensei who can help them resolve incidents around Kivotos.
