But yes, from the scenes it seems that they got bigger in the third season, but the scene above comes from a PV, below you can see a scene taken from Anime Expo where the first episode of the third season was shown:
I saw a fan commenting the following about Emilia: “every day she grows more”. Anyway, it seems that the third season really wants to show Emilia’s growth.
