(Naruto) Even though they are as strong as the Kage, these 6 characters will never become Hokage!

Konoha may be a ninja with a large list of tough fighters. Throughout history, there have been ninja figures who were actually as strong as they were Kage. Even though they’re not Hokage-his!

Who is such a strong character? Kage which never happened Hokage in Konoha?

1. Itachi Uchiha

In terms of strength, Itachi can actually compete with Hokage like Kakashi and Tsunade. In terms of spirit, he also inherited Konoha’s Will of Fire. In fact, even when he was little, he could be said to be wise.
