With production by 100Studio and by the trio Hurray!the direction is POPREQ and the character design is Magotsuki. Jukki Hanada is writing the story of the film. Hanada is a veteran anime screenwriter who has written for many anime about music, including Sound! Euphonium from the Kyoto Animation!, Love Live!, Love Live! Sunshine!!, Love Live! Super star!!and still Girls Band Cry.

The history of A Few Moments of Cheers begins when a high school student who makes music videos meets a teacher who has given up on music. Amateur music video creator Asaya Kanata sees teacher and musician Yu Orie singing on the street and decides to make a music video of her song.
