Jiraiya trained Nagato, Yahiko, and Konan, three orphans from Amegakure who would later form the Akatsuki.
They were orphans who suffered and wanted to become strong, so why didn’t Jiraiya bring the three of them to Konoha?
Here’s why!
1. You can’t just bring in outsiders because it’s a war situation.
Jiraiya found the three Amegakure orphans in the midst of the Second Great Ninja War, so he couldn’t just bring outsiders into Konoha.
Besides, bringing these three children to Konoha through various battlefields was not a wise thing to do.
Unlike Naruto who could bring Kawaki into Konoha in an era of peace, in an era of war of course everything is stricter.
2. Yahiko and the others want to become strong to bring peace to Amegakure.
When we meet SanninYahiko and the others are not just asking to be saved from their village which is the location of the war.
More complexly, they asked to be trained, so they could bring peace to the village of Amegakure, their birthplace.
They wanted to be strong and change their own village. Taking them out of Amegakure was clearly against their wishes.
3. Jiraiya considered Nagato to be the prophesied child and wanted Nagato to find his own path to peace.
Jiraiya received a prediction from Gamamaru the Toad Sage that he would train a child who would bring peace to the world.
The possible child of the first prophecy he found was Nagato, where Nagato had eyes Rinneganfrom its mythology, Rinnegan is the eye of The Rikudou Sagethat’s why Jiraiya chose to train Nagato.
But Jiraiya gave Nagato the freedom to find his own path to peace. Going back to the previous point, Jiraiya probably believed that Yahiko and the others would bring peace to Ame.
